Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from different nations. Considerable effort is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, persist.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is impossible to force Russia to relinquish the territory that it presently holds in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its favour.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
